Smart City Approach

The importance of Smart Cities is growing rapidly since such cities can improve and develop, saving valuable resources, providing a high quality of life, and attracting investments. According to the European Parliament, “A Smart City is a city seeking to address public issues via ICT-based solutions on the basis of a multi-stakeholder, municipally based partnership”.

The term Smart City covers six dimensions of innovation: i) Smart Governance, ii) Smart People, iii) Smart Environment, iv) Smart Living, v) Smart Mobility and vi) Smart Economy. A city cannot develop a smart profile with only one dimension, but it utilizes interrelations among some or even all of them. The “Smart Environment” dimension of a Smart City and the climate change adaptation trend have many similarities as they seek to address common vulnerabilities.

There is therefore a need to link smart growth with climate change adaptation. However, as climate impacts and characteristics differ from city to city, there is no universal solution. The interaction between technology and nature can be enhanced when the Smart City approach takes into account the specific characteristics of each city and promotes the involvement of all stakeholders in planning and decision-making.
